The Combined Harare Residents Association has called upon all motorists to resist the introduction of roads levies by the City of Harare , while it has totally failed to rehabilitate and maintain road infrastructures in the country.
Recently the Harare City Council proposed for a road rehabilitation levy, for residents as the local authority seeks to raise funds to rehabilitate its dilapidated road network.
However, CHRA states that it comes at a time when ZINARA has totally failed to use vehicle licensing and toll gate fees in road maintenance and rehabilitation.
In a statement the Residents Association said that an implementation of the tax will result in double taxation , while there has not been much done for roads development with the current fees being collected.
“We assert that any form of introduction of road tax or levy in Harare is double taxation and must be resisted by the residents and motorists.”
“The road levy is a move to cover up failures by ZINARA to be accountable, rehabilitate and maintain roads when it is collecting vehicle license and toll gate fees,“ CHRA said.
State of roads in the country and certain parts of the city are dilapidated with the heavy rains the potholes have been increasing.
Some residents have taken advantage of the poor state of the roads to fix potholes themselves, stepping in where the state authorities are not acting and collecting money from grateful drivers.
CHRA added that , “ We are very clear that the current state of roads in Harare and Zimbabwe, in general, is a result of a centralized governance system that is not responsive to local needs since the ZINARA takeover of vehicle licensing in 2008.”
