ZACC Arrests Four, Over US$163,550 Import Duty Fraud Scheme

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested four individuals, including three Chinese nationals, in connection with an alleged import duty fraud scheme that defrauded the State of over US$163,000.

 

Gan Zhewen, Lin Hui, Bi Yanyan, and Arnold Mlambo appeared at the Harare Magistrates Court and were remanded to June 23, 2025, on US$150 bail each.

 

The quartet is accused of importing 1,342 cartons of suitcase accessories but falsifying import documents to claim they were bringing in fertiliser distributors and steel tubes.

This deception allegedly allowed them to benefit from duty exemptions designed for agricultural imports, a critical sector for Zimbabwe’s economy.

Investigations revealed that the consignment was cleared without proper inspection, with the accused only paying US4,531.00 in Value Added Tax (VAT). 

 

This underpayment resulted in a prejudice of US163,550.00 to the State in unpaid import duty and VAT.

The Zimbabwe Revenue Authority (ZIMRA) uncovered the elaborate fraud, impounded the goods, and reported the matter to ZACC, leading to the arrests.
