Germany Suspends Aid to Rwanda Over Congo Conflict

Germany has stopped new development aid to Rwanda, citing the country’s alleged support for the M23 rebel group fighting in eastern Democratic Republic of Congo (DRC). The move, announced on Tuesday, marks a significant shift in Germany’s relations with Rwanda as Berlin reviews its existing financial commitments.

The German development ministry confirmed that Rwanda had been informed of the decision in advance and urged to end its support for M23, a group accused of capturing large territories in mineral-rich eastern Congo. The Rwandan government, however, dismissed the action as “wrong and counterproductive,” saying countries like Germany should avoid “one-sided, coercive measures.”

Rwanda has long denied backing M23, insisting that its actions are defensive, aimed at neutralizing ethnic Hutu militias in Congo that threaten Rwanda’s security. However, accusations from Congo, the United Nations, and Western governments continue to mount, linking Rwanda to the rebel advances.

“In coordination with partners, Germany will further restrict bilateral cooperation with Rwanda”, said a statement, adding that Berlin had informed Rwanda in advance of the move and urged it to withdraw support for the M23 rebel group, which has made advances in Congo.

Germany had last pledged €93.6 million ($98 million) in aid to Rwanda for the 2022-2024 period, funding projects in areas such as infrastructure, health and education. The suspension of new funds could affect Rwanda’s development programs and economic stability, given that aid plays a key role in its budget. The move also adds to growing international pressure on Rwanda over its role in the escalating violence.

The conflict in eastern Congo remains deeply rooted in the fallout from Rwanda’s 1994 genocide and the ongoing battle for control over the region’s lucrative mineral resources. With M23 advancing since January, the crisis shows no signs of easing, drawing global attention to the worsening humanitarian situation.
