Harare City Council Officers Convicted of Assaulting Vendor

Two Harare City Council employees have been convicted and fined for assaulting a street vendor in an incident that occurred in July 2024.

 Peter Muwonde (41) and Tapiwa Bere (40) were each fined US$200 after being found guilty of assaulting Shepherd Mavhiza, who was selling books on a street corner.

According to the National Prosecuting Authority of Zimbabwe (NPAZ), Mavhiza was selling books at the intersection of Bute and Rezende Streets on July 30, 2024, at approximately 9:00 AM when he heard someone shout “Kanzuru!” (Council!). Fearing arrest, he fled the scene.

 

Muwonde, who was driving a council vehicle, apprehended Mavhiza and proceeded to assault him with open hands and fists before forcing him into the vehicle.

Bere then joined in, striking Mavhiza multiple times with a baton stick.
