Government must consider issuing tittle deeds to the beneficiaries of the Land Reform Programme, Citizens Coalition of Change Harare East Lawmaker Tendai Biti has said.
Speaking during the Parliament’s question and answer session Biti highlighted that government must comply with Chapter 16 of the Constitution of Zimbabwe and give legal clarity to beneficiaries of the Land Reform Programme.
“Many supplementary to the estimated Minister is that the land reform commenced in the year 2000 so 23 years later we can’t still can be issuing on offer letters and our farmers cant rely on offer letters why are we not complying with Chapter 16 of the constitution which obliges the government to put a full stop to the land question by making sure that farmers that benefited from the Land Reform Programme have tittle deed or so other tittles to land that can be hypothecated.
“The Minister said there is no chaos, I can tell him that there is chaos because the original beneficiaries of the Land Reform are now dying so there is now serious estate disputes and the beneficiaries have nothing to except an offer letter. So, there is need to ensure that we comply with Chapter 16 of the Constitution Section and give legal clarity to the beneficiary of the land Reform Programme.”
Biti on his social media platform also Zimbabwe need to put a full stop to land question.
“As long as Zim does not have a land market &as long as there is no tittle to rural agricultural land this country can’t transform& develop. Land without exchange vale is dead capital. Putting a full stop to land question requires addressing issues of tittle on all land.
