Mliswa blasts govt over devolution

The independent Norton legislator, Honorable Temba Mliswa blasted the move by government to remove parliamentarians in the composition of Provincial and Metropolitan Councils and lack political will to implement devolution as enshrined in Chapter 14 of the Zimbabwe constitution.

Speaking during the Parliamentary session on Wednesday, Mliswa lashed out on the attempts to mutilate the constitution before implementation.

“We the members of the parliament are supposed to be part of the Provincial Council but it was never implemented until the constitution changes then we are out of it”, said the Mliswa.

He went on to say, “We ourselves, in here, cast a law that we must be members of the provincial Council but before we are even members, those who are used to plundering and corruption do not want us to see us because they want to have an easy way of plundering resources of the country.”

The sentiments by the Norton legislator are in tandem with Harare East legislator  Honorable Tendai Biti who quizzed the Minister of Finance over the delay in coming up with devolution laws to improve accountability in financial governance.

“Non implementation of devolution in Zimbabwe has been viewed by residents as a major stumbling block towards improved service delivery and development.

“We call upon the government to take the issue of devolution seriously by enacting laws that will govern the disbursements of “devolution funds” and such process of enacting laws must allow citizen participation.”
